The 2025 FUSE General Assembly gathered educators, policymakers, and advocates with one shared goal: strengthening the country’s basic education system. The highlight of the event was the keynote address delivered by Hon. Roman T. Romulo, a steadfast champion of education reform and the current Chairman of the House Committee on Basic Education and Culture.

In his talk titled “The State of Basic Education in the Philippines: Gaps and Reform Priorities,” Congressman Romulo offered a clear and candid assessment of the challenges confronting Philippine education today. He pointed out persistent issues such as overcrowded classrooms, shortages in qualified teachers, outdated learning materials, and the widening learning gaps intensified by recent disruptions in schooling.

Despite these challenges, Congressman Romulo emphasized that meaningful reform is both possible and necessary. He outlined several priorities including strengthening early literacy and numeracy programs, improving teacher training, modernizing school facilities, and ensuring adequate funding for all public schools. He also stressed the importance of community involvement, transparent governance, and evidence-based policymaking.

Throughout his message, Congressman Romulo reminded the assembly that educational progress requires collective effort. He encouraged stakeholders to remain committed to advocating for quality and accessible education for every Filipino child.

The assembly closed with renewed hope and a shared resolve to support reforms that will shape a stronger, more equitable basic education system for future generations.
