AI in Education: Strengthening Human Capital for Nation-building

The FUSE General Assembly held on February 28, 2026, provided a timely platform for discussing the role of artificial intelligence (AI) in education and its potential to strengthen human capital for nation-building. The highlight of the event was the presentation of Dr. Majah-Leah V. Ravago Director, Centre Director, Southeast Asian Ministers of Education Organization Regional Center for Educational Innovation and Technology (SEAMEO INNOTECH)

However, Dr. Ravago stressed that teachers remain indispensable. AI cannot replace the cognitive and socio-emotional guidance that educators provide. Effective integration of AI tools requires careful teacher mediation to ensure that learners remain engaged, motivated, and supported. She also highlighted the importance of parental involvement, especially in younger grades, where guidance at home significantly improves learner compliance and outcomes. “Children are naturally drawn to play and social interaction,” Dr. Ravago noted, “and digital tools alone cannot sustain their focus without supportive structures at home and in the classroom.”

Evidence from the Philippines shows that while computer-assisted learning can significantly improve mathematics performance, effects on English and reading comprehension are less conclusive. To better understand the impact of AI in education, ongoing impact evaluation studies in Marikina are examining how access to gadgets, reliable internet, and teacher facilitation affect learning outcomes. These studies are critical for identifying what works and ensuring that AI integration across schools is efficient, equitable, and evidence-based.

Dr. Ravago concluded by underscoring that AI is a powerful tool for strengthening human capital when implemented thoughtfully. By equipping learners with digital competencies, providing teachers with the necessary training, and engaging parents in the learning process, AI can play a central role in preparing a future-ready workforce capable of contributing meaningfully to national development and sustainable growth.
