About Us
Who We Are
The Foundation for Upgrading the Standard of Education (FUSE) is a non-stock, non-profit foundation whose thrust is the training of teachers nationwide, especially in underserved areas. FUSE was established in response to the findings of the First Congressional Commission on Education (EDCOM I), which recognized the urgent need to address the declining state of education in the Philippines.
Founded by Dr. Lucio C. Tan, the late Senator Edgardo Angara, and Congressman Salvador H. Escudero II, FUSE has remained steadfast in its mission to assist the government in raising the standard of education across the country.
Formally incorporated on April 12, 1994, FUSE is a registered non-stock, non-profit organization with the Securities and Exchange Commission (SEC). It is also accredited by the Philippine Council for NGO Certification (PCNC) and the Professional Regulation Commission (PRC) as a Continuing Professional Development (CPD) provider.
Over its more than thirty years of existence, FUSE has conscientiously carried out its primary objective of training teachers and continues to undertake activities designed to upgrade teacher capability in English, Mathematics, and the Sciences nationwide. Notable initiatives include the CONSTEL educational video series, which was broadcast on PTV 4, and the distribution of teacher support materials nationwide. FUSE conducts its training programs in partnership with local sponsors and in collaboration with the Department of Education (DepEd), local government units (LGUs), and various institutions and organizations in support of the vision and mission of the organization to help in upgrading the standard of education in the country.
The Foundation acknowledges that reforming the country’s educational system should begin by improving teachers’ skills and teaching methods, knowing too well that quality teachers make quality students. In doing all these, FUSE has trained thousands of educators, principals, and trainers, most especially helping thousands of students in underprivileged areas.

FUSE History
Founded in 1994, FUSE Foundation Inc. is a non-stock, non-profit foundation whose thrust is the training of teachers nationwide, especially in far-flung areas. Accredited by the PCNC and the PRC, it is a joint voluntary effort between private and public school teachers to upgrade their competencies in English, Math, and the Sciences at the elementary and secondary levels. Its vision is quality education through voluntary action.
FUSE conducts the training program in partnership with local sponsors in support of the vision and mission of the organization to help upgrade the standard of education in the country.

FUSE stands for Foundation for Upgrading the Standard of Education, Inc.
The principal goal of FUSE is to help strengthen, through training programs, teaching effectiveness, especially in Science, Mathematics, and English.
On December 1, 1994, at the Century Park Hotel.
CONSTEL is the popular acronym for Continuing Studies Via Television. It is the latest multimedia approach to helping teachers become effective in teaching their respective subject areas, especially Science, Mathematics, and English.
- By volunteering your expertise, especially in teacher training in High School English, Mathematics, Physics, Chemistry, and Elementary Sciences during the summer and semestral breaks.
- By volunteering your expertise in Monitoring & Evaluation during the Provincial Teacher Training during the summer and semestral breaks.
- By attending (3) three consecutive General Assembly meetings every 4th Tuesday of the month:
a. to have an overview of what FUSE is all about
b. to get involved/volunteer based on your record of active interest.
- You can submit your application form online to the Secretariat for Executive Committee approval.
Commitment
A free copy of its publication, FUSION, intellectual stimulation and exchange during its monthly assemblies (breakfast provided free), opportunities for professional networking, access to the use of CONSTEL tapes, plus the bonus of developing new friendships.
CONSTEL tapes and their accompanying Teacher Support Materials (TSMs) are available only to schools, both public and private. These are given free on a first-come, first-served basis, but priority is given to those with TV sets and video players.
